A political action committee with no public mission statement was one of Virginia's biggest political donors heading into the 2026 legislative session — and the companies behind it run nursing home chains that score at the bottom on federal quality measures.
"Organizing for Virginia Seniors" donated over $300,000 to Virginia politicians before the legislative session began, according to the Virginia Public Access Project. The PAC has not responded to questions about who it represents or what it wants.
State filings name three top contributors, all based out of state. Two are identifiable through CMS data.
Lifeworks Rehab (funder: MLMD Holdings LLC, Lakewood, NJ) operates 59 facilities across Virginia, North Carolina, Maryland, Delaware, and Pennsylvania. CareLeaks data shows the chain averages 2.1 stars overall and 1.5 stars on staffing — both below the national average. 23 of its 59 facilities hold a 1-star overall rating. The chain has accumulated $4.1 million in penalties across 70 fines. It operates 35 facilities in Virginia.
Hill Valley Healthcare (funder: Alexandria SNF Operations LLC, Woodmere, NY) operates 40 facilities across Virginia, West Virginia, Washington, Oregon, Tennessee, Nevada, and Maryland. The chain averages 2.2 stars overall and 2.0 on staffing. 13 of 40 facilities are rated 1 star. Total penalties: $1.4 million across 30 fines. It operates 24 facilities in Virginia.
A third contributor, SNF Services LLC of Brick, New Jersey, has no publicly available information.
The session ended without meaningful reform. Patient advocates said Virginia lawmakers failed to act despite more than 1,500 complaints filed against facilities in the state last year.
